A Los Angeles police officer with a history of on-duty shootings is now the subject of an investigation after a disturbing video surfaced of him repeatedly punching a man in the head while he was handcuffed. The incident occurred during an arrest for trespassing in the Boyle Heights area of Los Angeles.

The LAPD did not release the name of the officer involved, but the LA Times identified him as Frank Hernandez, a veteran officer with a history of using force. The video, which was captured by a witness, shows Hernandez and the suspect in conversation before the officer suddenly begins attacking him.

The suspect, who has not been identified, is seen bending over in an attempt to protect himself as Hernandez delivers multiple blows to his head. The suspect remained in restraints throughout the assault.

The video has sparked outrage and calls for accountability from community leaders and civil rights advocates. LAPD Chief Michel Moore issued a statement condemning the officer's actions and promising a thorough investigation.

"We take all use of force incidents very seriously, and this one is no exception," Moore said. "The behavior we see in this video is not consistent with the values and expectations of the Los Angeles Police Department, and we will take appropriate action once the investigation is complete."

Hernandez has been involved in three on-duty shootings during his career, according to the LAPD. In each case, the department found that his use of force was justified. However, this latest incident has raised questions about his conduct and the department's use-of-force policies.

The LAPD has faced scrutiny in recent years over its handling of use-of-force incidents, particularly involving officers with a history of using excessive force. The department has implemented a number of reforms in response to these concerns, including the use of body-worn cameras and increased training on de-escalation techniques.
